I was going to give you guys a clue, but Jody guessed correctly! It's from Angela's opening voiceover in The Substitute:
Angela (voice over): Maybe teachers have a hidden life. Where they're actually, like, human. Where they have, I don't know, dignity. Or maybe not.
Although it does seem that any of the characters could have said, "Or maybe not," there are only two other instances that are close. One is from Life of Brian:
Graham : Brian, we're not talking about wallpaper here, are we?
Brian : Maybe not.
The other is from So-Called Angels:
Graham : No, I'm just saying -- what if that was Brian Krakow with that bruise on his face?
Patty : W --
Graham : Well, that'd be a different story, wouldn't it?
Patty : Graham -- you can't compare them. I mean -- I've known Brian Krakow since he was five years old.
Graham : I know. So have I. Now all I'm asking is -- should that make a difference?
Patty : Well, maybe not. But it does.

I woke up during the night thinking that Vic says it after he tells Angela to drop out of school. I think he says something close, "or not."

Okay, since I am a little ecstatic right now as I finally have a rental car, I'm going to give it a go (I realize that all these recent up and down posts must make me seem manic)...

It is Jordan to Angela regarding the school eliminating one of the lunch periods.
