The Later Overcharges

I don't mean this to be whining, so please don't treat it that way.
Why did some people get overcharged as recently as the middle of August? Is the problem fixed now?
Sorry. Usually I can be fairly entertaining, even uplifting at times, but I'm annoyed right now as Net Vampire has decided to restart the 5th disc image for Linux I'm downloading after having downloaded 640MB at a whopping 5 Kb/s. Ugh.
